In the wake of the terrible tragedy we have all endured, it has become evident that the old methods and old ways are insufficient. Too long have we stood divided, one people but two cultures; now we no longer have that luxury. The key to Titania's continued survival is unity: a unity that preserves the best points of Stocklin and Petakova, while discarding the hidebound traditions that been slowly weakening us for centuries.
Should any such change occur, however, it must come from those most invested in the system. The government of Titania must lead by example, demonstrating our commitment to solidarity, accountability, and above all the protection of Titania. The plan below, presented first in summary and then in in-depth form, is intended to take those virtues and goals and represent them in practical, efficient terms. Summary Plan
House Titania will have four ranks: Essen, Luten, Hapta and Amera. Essen and Luten will work within one of eight governmental Bureaus designed to streamline administration. The two Haptas will oversee the Bureaus, handle executive responsibilities and advise the Amera; the Amera will serve as the top executive officer, handle the delegation of work and make unilateral decisions when needed. Haptas and the Amera can promote/establish nobility.
The High Council will be the main body of government, consisting of the Amera, two Haptas, and two Representatives of the People. The Amera and Haptas will be chosen from among nobles; the Representatives need not be noble. The Amera and Representatives will be elected by vote of all adult citizens of Titania; the Haptas will be elected by vote of all nobles.
All positions on the Council will have a 1-year term with no term limit; a vote of no confidence can eject a sitting member with 3 of 4 votes, causing an emergency election.
Indepth Plan
House Titania
House Titania, the merged form of Houses Stocklin and Petakova, will serve as a support organization for the new Titanian government. Membership in House Titania will indicate above-average intelligence and leadership skills, providing a pool of individuals with proven competency from which governmental officials can be selected.
The primary responsibility of the House will be to staff and lead a system of eight Bureaus: Science and Technology, Education, Health, Economic Affairs, Justice, Civil Engineering, Agriculture and Defense. These Bureaus will handle the day-to-day administration of concerns within their purview, as well as providing a centralized system to guide research and advise the executive officers of the government.
Essens within House Titania will work for these Bureaus as consultants, offering their knowledge and skills in the service of the city. Those who show particular talent in their field and push forward initiatives beneficial to Titania will be promoted to the rank of Luten, which allows them to oversee departments within their Bureau. An example might be Stocklin's Space Program, a particular Department that would be overseen by a Luten within the jurisdiction of the Bureau of Science and Technology.
The rank of Manda will be removed from the hierarchy, in the interest of reducing governmental bloat and compensating for reduced numbers of nobility.
House Titania will have two Haptas who serve as executive officials. The Haptas will integrate the work and advice of the Bureaus into city-wide policy, handling urgent affairs when needed and serving as advisors to the Amera.
The Amera of House Titania will be the final executive authority over the city. This position is empowered to make unilateral decisions on topics of limited importance, but must consult the rest of the High Council on topics of budget, defense policy, and other such momentous affairs.
The Choosing of Nobility
Nobility will be primarily chosen by the Haptas and the Amera. The Haptas may name new Essens as they please, though the Amera retains a veto on their choices. The Amera may also name new Essens, but both Haptas voting unanimously may veto his/her choices. Promotion to Luten is handled in the same fashion.
The Haptas themselves will be chosen from among all nobles, including Essens, by a vote of all nobles.
The Amera will be chosen from among all nobles of rank Essen or higher by a vote of all people of Titania, both noble and otherwise. These limitations ensure that the Amera is trusted by his people, but still possesses verified ability and talent to lead the city and the High Council.
The High Council
The High Council will remain as the singular government of Titania, with equal power over Petakova, Stocklin and the Arcology. It will consist of five slots: the Amera of Titania, two Haptas of House Titania, and two freely elected Representatives of the People.
As covered above, the Amera will be elected by all peoples and the Haptas by all nobles. The Representatives will be elected by all people, similar to the Amera, but there is no requirement of noble status to run. Any adult citizen of Titania may attempt to be named a Representative.
Voting Procedures
Every position on the High Council has a one-year term; at the end of the year, elections will be held for replacement. There is no term limit or other restriction.
In the case of an individual becoming derelict in their duties by failure to report, they may be summarily removed from their seat and an emergency election held (OOC: If you disappear for over 1 month without any form of notice or warning before/during that time, expect to lose your position!). If there is disagreement about a Council member's performance, a vote of no confidence may be called. Three of the four other Council members must vote against the individual in question to eject them from their seat and necessitate an emergency election. A vote of no confidence cannot be called against an individual more often than once every three months.
All emergency elections are subject to the same restrictions on eligibility and voters as listed above.
