Titania

Titania is both the name of the overall human settlement on Voltumnus and its capital city, though it's more commonly used to describe the latter. Titania is slick, gleaming and futuristic, and its citizens enjoy a quality of life unrivaled in any of the other cities. However, wealth brings with it a profitable criminal underbelly, and political machinations between the two Houses oft center upon its streets.

Demographics
1,500,000 humans, 50 Sessuyan (in an embassy). Titania is by far and away the largest of the human cities.
Government
Titania has no mayor - it is run directly by the Amera and functions as the seat of the High Council. The various Bureaus that run the government from day to day all have their headquarters in Titania, as does the Titania Militia.
Society
Titania's society is refined, very class-conscious, materialistic and political. Fashion trends are set here, and they change every few months. The vast majority of nobles live here, often engaging in continual games of oneupsmanship with their luxuries - sculptures imported from the Sessuyan, Carinac Dragon meat from Fort Solomon, etc.
A staggering array of options exist for entertainment: movies, plays, concerts, etc. It is oft said of Titania that it's the city where money can truly buy you everything.
Law
Titania is remarkably safe for the average citizen, despite its size. A large amount of policemen patrol it continually. However, this applies primarily to the major streets and expensive districts - the worst slums of Titania are the most dangerous place on Voltumnus outside of the Ruvian Jungle. Organized crime tends to make its headquarters in these ramshackle areas, moreso than in any other settlement.
Economy
Titania is the seat of most of the city's major corporations, including the powerful Titania PolyDynamics. It imports raw materials from the other settlements and processes them into a dizzying array of goods.
Landmarks
Titania is home to the Titania Grand Arcology, a city within a city that houses much of the political activity of Titania. It also boasts the University of Titania, the only institute of higher learning on the planet.
