Article: A proposal to alter the Lunar Report from once yearly to every two years is being seriously considered by the Petakovan bureaucracy.

Janine Petakova, one of the officials in charge of administering the tests and collating the final report, expressed her frustration with the current policy. "Every year, Celestians have to come in on their birthdays. We have 364 days in a year. And you know, that worked fine when the policy was created. It worked fine when there were 3000 Celestians, or even 30,000. But now? We have 100,000. We have to process, on average, 270 Celestians a day. The office has been working 24/7 in shifts for decades, and nobody's ever thought of this before now?"

A higher Petakovan noble, on condition of anonymity, expressed his discomfort with the concept. "Without the Lunar Report, it's hard to keep track of our Celestians. Power can grow and change immense amounts in -one- year, let alone two. Perhaps we need to expedite testing..."

The method of testing is a jealously guarded secret; no Celestian has broken the non-disclosure agreement publicly. However, it is known that there is only one testing chamber; reasons vary on why the Petakovan government has not considered duplicating its contents.
