Broken Torch

Individuals who have committed crimes worhty of capital punishment may instead become Broken Torches. This punishment is something akin to permanent community service, but harsher; Broken Torches are considered the property of the state, devoid of many basic human rights. They must report to repeated psychiactric assesment to ensure they do not reoffend. They cannot vote, get married, sit on juries, or be around/raise children (unless their psychologist deems it allowable). They are paid only a minimal wage for their efforts, enough to subsist on but not to ensure a comfortable life. They -are- allowed to work outside of their main assignment, but only if their supervisor agrees and only on whatever free time they are given; a Torch may legally be forced to work as many hours a week as their supervisor decrees. The state may seize any of a Torch's property at any given time, and if they commit a further crime they are given a hearing with an individual noble of the Bureau of Justice rather than a full trial - upon guilt, it's likely execution will follow this time. Torches must wear a patch or tattoo at all times indicating their status, unless wearing the patch would conflict with the carrying-out of their duty.


However, Torches are not -completely- devoid of human rights; they are still entitled to the same free complete health care as other Titanians and crimes against their person by individuals will still be prosecuted. If their supervisor utterly mistreats them, they may appeal to the Bureau of Justice for reassignment, though the Bureau is not required to grant it.


Broken Torches are typically assigned to an individual or organization, such as the Militia, to fulfill whatever duties they are ordered - if an organization, they have rank below the lowest ranking individual within that organization and must follow any and all non-illegal orders of their supervisor. In the Militia, this often includes taking on extremely dangerous duties that other soldiers would balk at; in other organizations, it may translate to being assigned excessive amounts of work no regular employee would be forced to do. At any time, they may be reassigned from this organization to a different one, depending on their skills and abilities. Their ultimate legal loyalty is to the Titanian government rather than their current assignment.


This punishment is typically life-long, but can be pardoned or commuted to a lesser punishment when House Titania feels that the punished individual has reformed and paid their debt to society. In some rare cases, individuals who have unique skills may be offered an option between decades of jail time and short periods serving as a Torch.
